Mr. Bernheim was appointed to fulfill the term of Commissioner for Ward 1 on February 16, 2011. An attorney of 30 years experience specializing in complex commercial litigation matters, Mr. Bernheim has a concentration in representing banking institutions, business professionals and real estate developers and is the managing partner of the Philadelphia office of a New Jersey based law firm, Wilentz, Goldman & Spitzer.

A 1976 graduate of the University of Pennsylvania, Mr. Bernheim has a B.A. in Political Science and obtained a law degree from Villanova University School of Law in 1980. He was in the first class to receive an L.L.M. from Temple University School of Law for Trial Advocacy.

Mr. Bernheim and his wife, Susan Rose Bernheim, Ph.D., are the parents of two children, Jamie and Randi, who have graduated from the Lower Merion School system, completed college and are now pursuing their careers in New York City.

Commissioner V. Scott Zelov joined the Lower Merion Board of Commissioners in 2006. After serving as the CEO of a manufacturing company, Mr. Zelov is currently a business consultant. He received his undergraduate degree from Cornell University in 1979 and graduated from the Cornell Graduate School of Business in 1981.

Mr. Zelov is a member of the Montgomery County Planning Commission, and serves ex-officio on the boards of the Bryn Mawr Film Institute and Ludington Library. He serves as a Board Member for both Cliveden of the National Trust and Pennsylvanians for Effective Government. He has resided in Haverford since 1998 with his wife, Liz, and children Scottie, Lily and Seneker.

Ms. O’Neill received her Bachelor of Arts in Political Science from Wilson College and her Masters of Public Administration from University of Pennsylvania’s Fels Institute of Government.

With experience in the executive and legislative branches of government, in non-profit global leadership development, and in higher education, she is known for her ability and willingness to work effectively among diverse points of view, often achieving trusted, collaborative, and forward-thinking results.

An active community leader having served on numerous boards throughout the Commonwealth of Pennsylvania (locally including the Lower Merion School District's Interschool Council and the Stony Lane Swim Club), Ms. O’Neill continues to focus upon her commitment to public service through constituent services and frequent communication with the residents of the 11th Ward.

A resident of Lower Merion since 2005, Ms. O'Neill and her husband are the parents of three boys: Phillip, Jeffrey and William. They reside in Bryn Mawr.
